(Sorry my english is pretty bad)

So when i go in games, most of the time , it says 60 FPS+ . But i dont see 60 fps and when i record, it does not look like 60 fps. Can my hdmi cable or screen affect my fps? And i noticed my screen was relatively hot after playing games.

Maybe your are not recording in 60 fps? just because you have 60+ fps doesnt mean your programm does record at 60, most likely it's at stock 30fps

It could be that you're using a high resolution with an old hdmi standard. that one can only run up to 30 hz

Recording affects framerate and will make you PC run hotter.

I'm not sure if that's right but sounds like one. Try using another interface cable like DVI. What's your monitor model ?

Monitors don't tend to get hot. They can get warm from extended use tho. (Excluding CRT monitors)

but what i ment is even when im not recording it looks like im still lagging when im clearly not

And my monitor is not intended for gaming its a samsung

just a 1920x1080 screen or something higher?

Is your monitor definitely capable of 60hz/60fps? And you should check your monitor settings and make sure it's set to 60hz and then check Nvidia Graphics settings and make sure that is set to 60hz too and that the game you are playing is set to 60fps

i would say the HDMI.. examine the cable for different tears, slashes, holes, sharp bends, or try seeing if there is junk (dirt, dust, etc) in the metal port on the ends OR in either your PC or your Monitor.. also check to make sure your Pc parts are not dysfunctional or chipped / broken.. just do a maintenance check and dust everything.. it worked on me (i was connecting my laptop to my monitor via hdmi) but i was not gettnig good frames.. then i did all of those and it worked... Also.. make sure your hdmi is not bent (the connection points) and make sure it is at the right angle (some hdmi cords are not made properly so you have to jiggle it a bit to make it work properly)
