big difference between the GTX 960 and the 1060 :) but yeah i think a 1060 would do okay in that system, there "might" be some bottlenecks in some games though, nothing major.

Even that motherboard alone is worth $100.

GTX 1060 should work fine on it. But if you want more CPU power you can always get a cheap 6c/12t Xeon and overclock to 4GHz or higher.

If you are looking for a Xeon you would need to go used and likely look on ebay.  Any retailers that have old stock would be charging a fortune for it.

A Xeon isn't a bad idea, but the i7 960 is still really good regardless. You don't need to spend money upgrading the CPU to a Xeon if you don't want to.
You'd be better off spending money on the GPU. For that I'd probably go used if you can. If you're looking at 1080p60fps gaming, then look for stuff like HD7970, HD7950, HD7870, R9 270/x, R7 370, R9 380, GTX950, GTX960, GTX1050ti, etc.

Honestly not sure what you can get for $50 that will adequately cool a 130w tdp CPU with overclock that support 1366 socket (without needing to buy separate bracket)

 

Dark Rock Pro 4 lists support for 1366 socket, but it will cost about $90. All I can think of off the top of my head.
