The only benefits are potentially increased lifespan and decreased sound given you choose the right cooler. And unless the fan noise is really bothering you, there's not much of a point.

not really. the CPU will run cooler, be more quiet and possibly more pleasant to look at, but it wont be any faster.

On locked i3 you only get better looks and tad quieter operation. You aren't hitting even close to stock heatsinks performance limits with that CPU. Which isn't same as you won't ever overheat. If you have stuffy case, bad mount or paste is for some reason bad, you will get hot temps and need to fix things. But cooler itself will be enough.
