It depends what your hardware is and what your issues are.  Generally speaking there aren't problems as far as I know

YouTube is incredibly iffy on hardware acceleration on Chromium browsers, because it's incredibly hit or miss.

If you're having issues with it on Chrome, try YouTube on Edge, because hardware acceleration actually works on that browser.

There are cases where videos on youtube stutters while switching tabs, same as mine though it just freezes for a second then continues again. Disabling hardware acceleration solves the problem but I won't settle with just simply disabling it because I know it was there for a purpose. I'm using Ryzen 5 and RX 580

It's possible your hardware actually lacks the necessary components to accelerate VP9 playback.  Despite the importance of YouTube, hardware support is surprisingly rare even in some relatively recent releases.

But why does this only happen on chrome?

Chromium browsers behave with YouTube differently than, say Firefox or Edge.

Chrome's just gonna try forcing VP9 if it can; Firefox by default (and Edge regardless) will force the AVC or MP4 version of the video to play instead.

It may be using different techniques or default to different settings.  Hardware acceleration isn't just one thing, it's a name given to a group of technologies, any one of more of which may work or not work on your specific combination of hardware and software.  You may also want to check using "stats for nerds" by right clicking on the video that it's actually using VP9 and not an inferior codec.

Alternatively, you could try switching to Firefox.  It's a perfectly viable option since they revamped it for version 57.

Not in my experience.

In all of my experiences, it has. What card do you happen to have where it won't force it with hardware acceleration enabled? I have an 8GB RX 580 and it does this.

On my desktop with a 4770k and an R9 Fury, Firefox has always defaulted to VP9 despite people having told me before does not support VP9 in hardware, and on my N3350-powered 2 in 1, Edge defaulted to VP9 and plays things perfectly.  I was also able to force Firefox to use it, though it doesn't work well, but that's another story.

Oh I see, so that's what they did there. Thanks!!! Those mini stutters just annoy me lol

The fuck?

I've never had the option to play VP9 video by default, at least on Edge. It's always defaulted to AVC video and Opus audio, both on my 7850 and my 580.

Overall, is google chrome still the best browser out there?

Personally I prefer Firefox but aside from the things that can be tested objectively (security, performance, etc.) it's a matter of personal taste.
