Will it work? Yes

What is your target resolution/fps? Do you prefer x264, or NVENC? What bitrate can you stream at?

I want to stream at 1080p 60 fps and I don’t know which one to choose h264 or nvenc and 3000 bitrate

x264 would do better at 3000kbps, but the fact you're using a quad core may limit your encoding efficiency, especially at 1080/60. If you wanted to stream at 6000kbps, I'd say go NVENC, but x264 produces a better image at lower bitrates.

Here's some good user configured encoding settings if you wanted to try x264.

I use the C configuration, albeit slightly modified, on my Ryzen 7 1700 for 1080/60. Honestly, they produce much better results than using the x264 presets. I'd say give those a try before using NVENC. However, if you find you can't get the image quality you want, I'd definitely suggest dropping down to either 1080/30, 900/60, or 720/60. NVENC at 720/60 should look decent at 3000kbps as well.

The blue screen will tell you why it’s blue screening. You can google a BSOD viewer. Also didn’t answer the question at all.
