what PC spec could help get games to run 4K, HDR max settings, 10bit, ray-tracing at 98fps?

Totally agreed. I'm just going off what that Nvidia sales dude said on a livestream. 30-50% better seems realistic otherwise they'd be releasing it to immediately die from lack of sales.
