Not sure how you are scaling this, like full size or a mini cabinet? 

Shopping list:

1. RaspberryPI
2. Screen for PI (Could use a PI ready screen but if you want to go big just get a monitor)
3. Controller board for PI
4. Speakers
5. Wood? or any other building materials to make the actual cabinet.

Then install retropi and you are on your way. its really easy to setup.

You could also buy a "do-it-yourself" arcade machine
