Well no official benchmarks exist yet for the 2080, so anything that we say until the 14th is all speculation. 

 

So I'll offer my speculation. For games like Fortnite or CS:GO it will not be a bottleneck especially if the CPU is overclocked. For games like BF V or others like AC:Origins or possibly Odyssey then it may bottleneck due to its 4 threads.

The right answer is yes, the actual answer you want is we dont know.

We dont have any reliable Information on how well the cards do perform.

After launch we might see some benchmarks from Linus/Jay etc. and can validate after that

 

BTW we always have a bottleneck, else we would have infinite FPS. Either the GPU or CPU will bottleneck the other and you cant do nothing about it except get better performing hardware.
