Windows 7 Profile Error

I am trying to make a new account on my laptop. I am running windows 7 home 64 bit. I went into control panel and made a new account. Then i hit start and switch user. but when i tried loading up the new profile it said "The User Profile Service failed the logon". So i looked it up and i found this from microsoft. I went into the registry and found that there was not a new folder for the new profile. Is there any way i could fix this.
