Around Christmas I am planning to buy a system for around $1700 AUD

I am planning to hopefully stream/record at 1080p at moderatly good quality hopefully 60fps, whilst seperatly hopefully being able to run emulators like Cemu

 

The final decision comes down to whether I should get a 2600X with a better gpu but with the downside of lower cores. Or a 2700X with a slower gpu but with more cores/clock speed and possibly with less needed upgrades.

 

What should the final verdict be on the system?

The more powerful processor will help in the encoding tasks while you are streaming, as well as game performance.
But if you need to sacrifice the GPU performance to get it, then it's a tough question.
Did you have any particular GPUs in mind for either scenario?

What monitor(s) are you planning on using? If you are using a 1080p 60hz monitor, you can get away with a mid-tier card. If you're using a 1440p high refresh rate monitor, you will need the power of a high end GPU to drive the display.

vega price might drop, you can probably roll with vega 56 and a freesync monitor. 

 

though that is all dependant on vega dropping in price

Both would be good cards for 1080p gaming.

Christmas is 4 months away. In that time we will likely see new GTX2050/GTX2060 cards released, or at least announced, from Nvidia. There will also be new Intel CPUs releasing at the start of October. The hardware available between now and Christmas is going to change quite a bit, so it might be wise to get a general idea of what you want (which it seems you already have), and then comparing that to the new hardware that gets released in the coming months.
