all new pc

ok guys, im brand new in the forum.
want to say sorry for the english, im Chilean and really don't have any contact to english talking peers in real life, so i don't know if im typing correctly.
so sticking to the topic.
im looking for a baddass rig, i have 3 million chilean pesos tops to spend (arround 4.600 us dollars)
i have to get the new rig because i have an fx6300 cpu. the ram and the mobo went with the pc i upgraded before.
i have an r9 380 gpu, a cougar 700cmx psu and a coolermaster t4 aircooler.
the case is a cooler master k380.
i want the latest pc build for an rtx 2080ti (yeah im going for that, that's the only condition for this build)
im pointing to stream and record on the same time, and eventualy some editing and rendering work for upload the recordings to YT.
so i have problems with the budget, i was thinking about a threadripper 1, but then realised that could be a little too much for what im pointing for.
about the monitors i want to buy a new monitor so it's have to stick to the budget, and i have a 4k UHD 42" samsung LED tv, and a samsung LED tv/monitor 24" Full HD
pretending to use the 3 monitors, the 42" for youtube and sorts like that, the 24" tv/monitor for chat and things like that, and the new monitor for gaming (essentialy 4k gaming if that's possible with the rtx2080ti)
i have the periferals, but that's come with a tricky part, i also have an m-track mk2 from M-Audio usb connected, so i need to conect it, and the mouse and the keyboard, also eventualy a gamepad.
and finally and not less important a new OS, i have windows 10, but you know, most of people who have a computer don't have it original, they just run a program that bypass the... ok you get me, it's not original and want to change that.

also want to OC the rig, so have to have a great cooling performance.
RGB it's not important, but always welcome some goodlooking on the rig
and i think that's it.
and if you skip that part, im from Chile (south america) and the butget is arroun 4.600 us dollars, cant be more, but i would be greatfull if it's less to get the sickest gaming/streaming/edditing/videorendering rig.
so thats is, i'll be spectating for your suggestions.

it will be easy to burn all that money on parts but for what you want to do all you need is a 2700x 16GB of RAM and the GPU you want.

 

if you want to spend more money you can go for Threadripper but thats not as good for gaming.

so you recommend going for a intel processor? im not an AMD fanboy, so im open for any of thos two.
i would be glad if you can tellme the best processor for my rig

but for all of those, rendering/streaming and gaming, what would you recommend?
also doesnt have to be an AMD cpu, can be intel, the budget is wide enough to have the nearly most insane rig for what i want.
and if it's possible, dont want to change anything in a long time, it's my one in life oportunity for this budget so want to get a pc that doesn't need any changes for at least 5 years.

Id recommend AMD because for streaming you will need the extra cores.

the 1950X/2950X will be overkill
 

Or just buy the 12 core 1920X if it's on sale or something.
