Just use one usb drive, download both liliusb and the iso, follow the instructions.

When your usb key is ready, shutdown your computer, start it and boot from the usb key

Hey!

 

I am wondering how I would go about installing Ubuntu onto a USB so I can just plug it into any pc and boot into it, keeping all my files/apps.

Well you can, you need to have two flash drives. One for the installer, one for the OS.

Be careful when formatting the flash drive (soon to be Ubuntu), you don't want to, by mistake, format the wrong drive. (Like your HDD)

Forgot to say this, format your flash drive manually using GParted, and install it manually to the flash drive soon to be Ubuntu.
