yes you can do this in windows by using a Docker container, i think there was a tutorial somewhere here a while ago.

 

usually its faster and easier to just setup a computer with linux to do this and that should be no problem if you have an actual use case were this cache makes sense.

it's docker, you do the exact same thing, as docker on windows emulates Linux.
