Can you boot into safe mode and then get rid of malware?

Also try the win 10 built in malware removal tool, that shuts down your computer and then removes it. You get to it by going into windows defender, "run an advanced scan", "windows defender offline scan".

 

But the best option if you can, would be to clean install windows.

This only shows that your "Program Files" directory access is denied. Change permissions or create separate directory (like "C:\progs\") and give it full rights. Then try again and install your antimalware in that folder. Or use AdwCleaner that doesn't need to be installed.

It cannot be "best option" for that minor problem. If any of these small problems will be reason for reinstalling Windows, then this system will be useless and people will change into Linux (oh, wait, not really - when Windows users change system to Linux, then it will be the same plague in Linux community - reinstall Linux every problem).

 

Let's focus on solve real problem, because after reinstalling Windows the same may happens again and this guy will be not even close to fix it.

 

BTW. O&O ShutUp 10 has option "Cortana reset and disabled". It may be done without it, but it's easy way for someone that don't want to dig in registry (I know that you change something in registry, but maybe not what is really needed).
