should I upgrade to 4k 60hz freesync for 340$? Give that I might be able to OC it. Besides, is free-sync pretty much guaranteed to work at up to 75hz if the monitor can be ocd to 75hz?

The RX 580 can easily push 60Hz, I would personally be more worried about it being able to drive 4k at a decent framerate.

 

Honestly, frame sync(G-Sync, FreeSync) has no bearing as long as a GPU can consistently push whatever refresh rate you choose.

I've got a FreeSync display, running at 75Hz powered by a GTX 780, no problems. My card can push the 75Hz without issue, I just need FreeSync to let me have the extra 15Hz.

This is more about G-Sync than Freesync, but I have a Zotac gtx 1070 mini and got myself a Samsung U28E850R 4k, 60Hz, Freesync monitor while it was on a special sale event (no tax on Samsung products for a week, so I saved about 80€). I figured it can't be that bad, as I'd been using standard vsync for years anyways.
Highly regret it. The screen tearing is just abominable and the framedrops on vsync don't make it any better. I'll probably trade my current monitor for a G-Sync one rather soon.

 

As I don't have an AMD card, I can't make any predictions about yours, but it's generally better to go for your video card's specific sync-technology. Those $80 would be well spent, imo.
