just something to mull over, a professional freelance developer cost is anywhere from $50 to $100+ an hour. You're not likely going to find someone who wants to do all the work for this for $15. You could probably find a CS student to do it for around $10/hr, but the chances of them being able to finish this task in only a few hours is probably slim unless you happen to find the next bill gates who's just about ready to drop out and make microsoft 2.

 

EDIT: I may have this wrong though. Are you looking for someone to develop a brand new kernel, or are you looking for someone to find an existing kernel and help you load it?

i need to just have someone to finish a kernel. i just need to add oc compatibility or whatever

Android kernel is an already well developed Linux kernel. Anyone can just like change the CPU governor to like performance, which overclock the base frequency to the maxuim turbo, patch it up as some random kernel and then hand it to the op for a few bucks without much difficulty. Op would have no idea he could just done it as easily himself if he rooted his phone. Raising frequency of battery life is gonna destory the battery btw
