Which is better for me?

650W should be fine, but for upgradability down the line you might want 750W.

You shouldn't use either. You're getting a 1080 Ti. Get a good 450-550W PSU instead of a low end 650-750W PSU.

Depending on what's available, the Straight Power 11, Whisper M, RMx 2018, RMx or Formula.

Buy by product, not by brand. Seasonic has good PSUs in many segments, but recommending by brand is extremely silly.

The system will draw about 350W at load. 550W is more than 350W, so yes, it's definitely enough.
