Sorting out my cooling. Advice please.

I am looking to sort out my cooling on my PC to try and get it right, because it's a bit messy right now. I am looking for some advice on what I can do and what my options are and what will look cool with my case. Firstly I would like to say that I do not want to do liquid cooling, its not an option for me, it would be overkill for my system and I will probably screw it up.

To begin with this is my current setup. (image in spoiler)

The red arrows indicate intake fans of which there are two, on the front and on the side opposite the CPU and the blue arrows indicate exhaust fans of which there are again two, on the back and on the top. My case is a Silverstone RL04B http://www.scan.co.uk/products/silverstone-rl04b-red-line-black-mid-tower-performance-case-with-usb-30-side-mesh-window-w-o-psu

What I am looking for?

Well I want to make it quieter, currently I am sure most of the noise is coming from the stock CPU cooler so I may replace that, but I don't want to spend more than £25 - £30 on one as I will only be buying one to make it quieter, the CPU is no overclocked and I do not intend to overclock it as it doesn't need doing. What CPU coolers would people recommend in this price range?

Now the fans, I have 4 currently but have been thinking of getting some LED fans (which would be red) to replace them. How many fans do I need and how should I arrange them. If I get light up ones I wouldn't want one on the top and one on the side as it would look odd, I would want two in each group to fill out the meshed areas of the case (if that makes sense). Or should I not bother with LED fans as they might look a but stupid in that case? The case after all is windowless.

Also on fans if I did fill out ever fan slot (one on the front, one on the back, two on the side and two on the top) would the fact that they can run at a much lower RPM to keep things cooler make everything a lot quieter? So again as with the CPU cooler what fans and what set up would you recommend? My budget with fans would be about £9 - £10 each.

Finally fan controllers. Currently my 4 fans are connected to the two 3 pin connectors on the motherboard (I have splitters on them). If I get more fans would it be ok to put splitters on the splitters (so have 3 fans connected to one 3 pin point on the motherboard) or should I get a 5.25 fan controller for my front panel and connect them to that and set my fan speeds manually? If you think I should get a fan controller what would you recommend? If I did get one I wouldn't really want to spend more than £30.

One final point is any lighting whether is LED fans or lights on a fan controller display would have to be red as the power light on the case is red the the front fan (that came with the case) light up red :) (In the image I posted you can see some blue lights behind the top fan, those are small LEDs on the motherboard which I intend to cover with electric tape)

Whether you should bother with leds or not is up to you.

I'd recommend a 212 Evo for the cooler.

 

Why not control your fans through your motherboard?

Everyone is recommending the evo 212 so I think I will go for that. As for connecting fans to the motherboard I'm actually asking if its ok to do that by connecting a splitter to a splitter :)

Maybe--it depends on how much power the fans need. 

Although for a quieter system, I recommend using less fans. 1 rear exhaust and 1-2 fans for front intake should be plenty.

You can also spin that rear exhaust fan around and make it an intake. This will force some positive air pressure inside your case and keep dust out. Just through a filter on it and you will be good to go.

Do you think you need more cool air to GPU or CPU? If GPU needs more, then adding another intake to side is bit better than adding intake/exhaust to back or top.

If you think the noise is coming from the cpu start with that first.

As for powering fans of the motherboard via drawing power off the board I've always been told that pull more that 2 is bad news but never seen it or done it in practice.

If you buy new pwm fans, NZXT do a little board that takes power from a molex and the pwm signal from the cpu motherboard connection so they will throttle with the cpu fan.
