Blinking cursor and odd boot disk error

Ok so I am running 

Asrock x99 taichi with a 6800k

16gb dominator plat 3200mhz

Windows 10 os

Everything is disconnected except essentials(keyboard mouse hdd)

It's all hardline dual loop cooled so it is not easy to just move a video card slot.

650w corsair ps2

250gb 960 evo m.2

I get the black screen with blinking white cursor in top left when I go to boot into the os now

When I try to boot with win 8.1 disk I get the error I will post below with a pic. I have no idea where to go if I cant even reinstall windows. Tried all ram sockets and combos tried removing m.2 even to see if that was the issue.

I dont have windows on a usb flash or an extra pc to do that.

 

REMINDER THESE ERRORS ARE WITH THE WIN 8.1 INSTALL DISK.

Seems the boot disk is missing a file. Try using another disk. Or install Windows 10 and get a cheap Windows key off Kinguin.

I have a legit windows 10 lol I had win 10 I just use 8.1 to install the  upgrade. I tried a usb win 10 to no avail just stalls on loading it

Also those blue screen errors are from a windows install disk with or without an sid installed
