Boot looping

PC stuck in boot loop after rebuilding for cable management reasons. I have reseated gpu, cpu, and ram. All necessary power cables are plugged in.

took out the gpu entirely because it isnt causing the problem. reconnected the 8pin cpu and 24pin power connectors. no progress yet.
