Steam app problems

I uninstalled steam in my computer to move it to another drive but when I tried to install steam again it says" Steam is already running on this computer and must be closed in order to continue installation. Click on the Steam icon in your notification tray to exit Steam and then run this installer again." I can not find steam in my notification tray or in my task manager.

fully shut down and power up your computer

Setup:

Name: Ryzentosh

 AMD Ryzen 5 1600

MSI B350 PC Mate

Seagate Barracuda 2TB

you can kill the process within the proces manager, and disable the auto restart of it

Computer management > Services and Applications > Services

Shutdown doesn't do anything on W8/W10. You need to restart/reboot.

Then Steam obviously isn't uninstalled properly. Also, you don't have to reinstall steam to store games on another drive. Just add an extra SteamLibrary folder from within the steam client.
