GPU Usage Very Low

Downgrading the drivers for the 1070 to 387.92 seemed to fix everything for some odd reason

Hello, so for the past few months my GPU has not been able to pass 40% usage and I have tried a couple of things and had to replace the PSU and motherboard for other reasons.  It's not thermal throttling because the max temp is around 65c and the CPU isn't bottlenecking since its sitting around 20% usage.  I just formatted my SSD and HDD, did a fresh install of windows, reset the BIOS, and it doesn't change.  Drivers are all up to date as well.

Specs:

CPU: Ryzen 1700X on water

GPU: EVGA 1070 SC on water

RAM: Corsair Vengence DDR4

MOBO: MSI x470 Gaming Plus

PSU: Corsair CX750m

According to the DXdiag report you pasted, you either don't have a 144hz monitor or it's set to only run in 60hz.

Open the Nvidia Control Panel and see if you can change the refresh rate and what your options are.

Is this the model of monitor you have? (what I found when I searched the Monitor ID)

If that's your monitor, make sure Freesync is disabled as well in the monitor.

League is not a very demanding game either. Try 3DMark and see how it performs.

Might be the monitoring statistics showing wrong values. Different card's PCBs use ICs that work with specific utilities that's why I read results from handful of different software available.

 

Try HWINFO, GPUZ to monitor real-time usage. Do benchmarks and see if you actually get the results you are supposed to get with your card. And if the performance you lose actually make sense with the utilization you are seeing.

So have you can a gpu benchmark to see how it does?

Alright so I did a few more games and benchmarks

PUBG can hit 100% GPU usage with around a 20% CPU usage and around 80 fps

Rocket League can hit 60% GPU usage with under 20% CPU usage and between 100-110 fps

League of Legends sits around 20%-30% usage with around 15% CPU usage and around 100 fps

Planetside 2 (in warpgate) sits around 35%-40% GPU usage with around 15% CPU usage and around 100 fps

Monster Hunter World hits 100% GPU usage with around 30% CPU usage and around 70 fps in the spawn area but does go higher

 

Furmark and Unigine Superposition had no problem hitting 95%+ usage on the GPU with performance around what other 1070's get

 

Also, changed the monitor to 144hz in NVidia control panel since I just forgot to do that after the clean install but it was changed before all the tests.  Just want to fix it since in the games that should be easiest to hit 144 fps in it only sits around 100 fps.  Also all games except Planetside 2 are on highest settings for the tests.
