depends on the frequency. If you're not pushing it high enough and are also running a few things in the background, then yeah, a quad core will be a slowdown. If you manage to isolate just the game to run, you'd see better performance.

Seems normal if you game at 1080p. I don't imagine any game at that resolution to use 100% of a GTX 1080

Thread limited CPU - 4 cores easily maxed (or close to maxed out) by many games now....

 

8 Threads would have your CPU usage lower, your GPU usage higher.

4 Cores (Even Super fast ones) will still be the limiting factor in heavily threaded & demanding titles. (Not as smooth, or fully utilized,...still capable)

Even with 8 threads, the GTX1080 at 1080p is quite overkill in MANY games and will see reduced GPU usages until you create more demand by using higher resolutions or higher details (if allowed, not Ultra)

I see this as normal, GTX1080 at 1080p using 4 Cores & 4 Threads for Most games will see you not using the maximum potential of your GPU.

Ghost Recon Ultra is quite demanding even at 1080p, maybe one of the few games,... but its quite rare to have a GTX1080 GPU bound at 1080p, thats for sure.

If I build my new pc with a 2700X and stream at the same time (reusing my gpu) would streamlabs use all of my cpu and would I still have a bottleneck?

agree...i use 4.2ghz 4770K and CPU usage is never maxed out and my GPU is always fully utilized unless the game is really not graphicaly demanding enough, i'm at 2560x1440p 144hz Gsync tho, and also VR.

 

GTX 1080 is a lot of GPU for just 1080p rendering, that's for sure.

 

OP i would try to get a second hand or someone willing to do a trade + $ for your core i5...look for i7-6700/6700K or i7-7700/7700K
