Yes you can. The RAM will just run at the lowest timings of all the sticks.

Depends, are you only gaming? If only gaming, the 2x4 3000mhz is the better, but you do lots of multi tasking and have multiple browser tabs open, then you probably would want to just go with the 2x8 kit.

Slap em together and runn them on the lower speed 

should work. But do some testing before doing anything critical!

In one pc I also have 2x2GB@1866 +2x4GB@1600 DDR3 

running fine at 1600 

FOLDING MONTH 2021! GOGOGO and save on some heating costs 🙂
