They're basically the same thing

IPS may have worse black levels but better color reproduction

VA is a bit closer to a TN panel but still has good viewing angles and color

Probably not much difference.

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

VA panels provide better contrast. However they have worse colors and viewing angles than IPS, though not as bad as TN. The worst thing about many VA panels is that they are prone to overshoot and smearing.

IPS panels are very color accurate and have excellent viewing angles, though they can be prone to backlight bleed which becomes especially noticeable in a dark background.

VA panels are garbage IMO. Go with IPS.

Also curved panels are pointless unless it's an ultrawide.

S24F350 for the Flat PLS (technically the same with IPS and C24F390FHE for the Curved VA

Are you sure there isn't cheaper IPS 1080p displays?

Both have free-sync, both are probably fine, is one way cheaper than the other?

S24F350 vs C24F390FHE

well... they're cheap IPS vs cheap VA. so they won't be much different.

It's more like do you want flat or curved. I personally like curved, but I think flat is better for 24" size. so, I would get S24F350.

Until HDR panels become mainstream I will only buy VA panels.

I use them because their better contrast is perfect for modded graphic effects like ENB & Respade. With TN & IPS panels the difference between interior and exterior modded lighting in 3D games is too great. Usually leaving interiors too dark.

If I didn't mod 3D games I would probably use a IPS.

Right now I am using A Samsung 3440X1440 34" WS VA panel & a 32" LG 4k VA panel.
