I've had my own pc for a good couple of years now and have recently upgraded from my old GTX 660 to a MSI GTX 1070, I am very pleased with how my new card has performed but I still wonder if I should buy a new CPU as i really do not know a lot about them. I currently have a I7-3770 and it has been in my case for 3-4 years. I have been wanting to upgrade for a while as I have seen frame shortcomings in games like Squad and the ArmA titles. though I am unsure if it is the games I am playing or a slow degradation/obsolescence of my CPU. I have also put off the decision of buying a new processor because i have heard from friends that i may need to replace other things like ram and the motherboard which I may not be able to afford. So, Should i buy a new cpu?

You should be fine. If you can find a 3770k for dirt cheap that might be worth an upgrade, but honestly you'd have to upgrade the entire platform (CPU, RAM, motherboard) to get something newer. I'd wait for Zen 2. See how that fares (or, if you're an Intel diehard, wait for 10th gen).

what motherboard do you have? if it can overclock it might be worth getting a 3770K and overclocking it a bit.

what cpu cooler do you have as well?

If you were thinking about upgrading only your CPU then you could get the 3770k which then you can overclock but that also means you would need a Z77 motherboard and a higher TDP cooling unit. If I were you I would wait out with the new refresh of Coffee Lake S (9000 series) or until Zen 2. The i7 3770 although showing its age now is still a 4 core 8 thread CPU that turbos to 3.9 ghz. It should be a do-able pairing with the 1070, granted the game isn't as CPU taxing like the ARMA series you mentioned.

I have a IPMMB-PM motherboard and i don't know what type of fans i have but i have a heatsink over my cpu and a fan on that

If you were going to upgrade to anything either get a Ryzen 8 core on the cheap or wait for the 9th gen 8 core, Ryzen is still likely the better value though.

Seems fine. If you need more performance, you'll probably need a platform upgrade like a 8600k / 8700k.
