For an 8400 you can't beat the stock cooler as it is adequate to cool the CPU and is free. No aftermarket cooler will come close to that bang for buck.

Doesn't fit in case. You have 165mm for sure limit and few mm extra for maybe. Are you located in Germany? Is budget €50 with Germany prices? Arctic Freezer 33 eSports ONE is best painted cooler for that price range. Though with locked CPU even it might be too much.
