4K videos from what service? If it's streaming it's most likely not better than 1080p streaming.

If you're looking to upgrade your GPU now it would be extremely beneficial to wait a tad longer until the release of Turing (i.e. 11XX or 20XX Series) which are more than likely going to be released at the end of this month around Gamescom.

You will have plenty of options around that time (i.e. purchasing one of the new cards, picking up a used current generation one, a new current generation one in clearance sales, etc.)

 

Also, that processor is going to very much limit the potential of a "beefy" GPU.

You can just connect your PS4 to your PC over a network and stream the files through it I'm pretty sure, or just put them on a flash drive and open them on the PS4?

An R3 2200G is a CPU + Decent GPU in one 65W chip, so you can slap a giant air cooler on it and not need any fans to keep it cooled.

You would have to buy DDR4, although the new CPU would be like 50%+ faster or something, iGPU would be a downgrade naturally

Would have to double check motherboards for HDMI 2.0 looks like a lot of them support it, though they only list HDMI 1.4b, maybe because of the older APUs on AM4 only supported that HDMI.

Then just buy a GT 1030 or RX 550 for like $90, they're still horribly overpriced. Should be $60, but they have HDMI 2.0

 

Or if you occasionally play PC games, get a GTX 1050ti for like $169, RX 560s/GTX 1050s are overpriced as well
