PUBG low CPU/GPU usage

My friend's got an i7-860 & GTX 1060 6GB and he's trying to play PUBG. 

CPU usage is at around 50-70% and GPU around the same. He also has 16GB DDR3 @ 1866MHz.

 

Is this CPU a huge bottleneck? The fps maxes at 90 and drops to mid 30s. averages at around 60 ...

Average 60fps on a CPU from 2009? He should be happy.

Pascal Undervolting topic, get more out of your card with less power!

Why high refreshrate monitors look better even without Freesync/G-sync in one image.
Stutters, framedrops, "lag". How to provide detailed information with your "bottleneck" question, as well as a few solutions.

How different in performance would an i7-2600 vs an i7-860 be?

I can get him the upgrade for free if it's any worth?

The jump from lynnfield to sandy was quite substantial.
