I always wondered why coolers in prebuilts like the Optiplex or HP desktops tend to look like this

 

 

and not like this

 

 

why is the fan always mounted at a weird angle?

Probably to have access to the mounting hardware. OEM's don't want to deal with the crappy intel box cooler style latches and prefer screws, but they have to comply withe the socket standard so the orientate the fan in a way so it won't interfere with the mounting hardware.

Probably easier to engineer/manufacture since the mounting for the fan is just the plastic bracket that holds the heatsink.

I guess that may have something to do with that "air funnel" some OEMs put on them...
