New Pc boots up but cant access bios

I just built my new pc when i first turned it on then it noor looped many times and then worked fine and got into bios but Boot options were m
Missing i googled how to get them and changed those settings still didnt work then i sarved and restarded the pc and then it Even wouldnt Boot to bios only black Screen and then i unplugged the psu and plugged it back in and then i got into bios and still there wasnt Boot options pls help.

Seagate barracuda 2tb

Yes i did reset the CMOS
