So I've just upgraded my power supply from a cheap 400w to a SuperNova 550 G3. When I boot up my PC now, the first 3 or so attempts trip something in the system. I think it's something like over-current or maybe a short curcuit (?) I'm not sure what the term is. There is an audible click when it trips, and I think I've hear before that this could just be as simple as a bad connection on one of the power supply cables. My hope is that I didn't short something on the motherboard when I was installing. I didn't do a LOT to protect myself from static, but I did plug in the power supply to the wall with the switch turned off and touched metal on it every 30 min or so.

 

The system does boot into windows after a few tries, and CAM shows the CPU running at 1.55 Ghz when i'm doing simple stuff like web browsing, but boosting to 3.7 like it should when I game. Never used to see it at 1.55 before this.

Might be something is simply wrong with your PSU. Not sure what return policies are in where you are from but I'd definitely return the PSU. There is definitely something wrong with it considering your problem started after you switched it out.
But just to make sure, grab your old psu and swap it in to see if it boots normally.
