That Noctua cooler should be fine. If you're in a SFF case, probably the 2600 makes the most sense. Get the benefit of 2nd Gen, but it'll run a bit cooler. Can underlock or undervolt a bit to see if you can get a zero trade-off situation. (That's silicon dependent.) 

 

Getting your Memory really well tuned helps as well.

I'm planning on building my first build im using a mini itx case because I travel a lot and thus won't be doing much of any over clocking. While I would like to keep the price down I have enough in the budget for any of these + a cooler (noctua NH L9i) so I wont need the stock cooler. I'm trying to decide between the ryzen 5 1600x, 2600, and 2600x I mostly play games with some light photoshop and lightroom if there is any other information you need I can reply.
