If you're able to turn it off for a minute and then turn it back on, and the screen continues to flash, that's probably either a graphics or screen issue. Have you ever bent the laptop in any way to cause it to behave like this?

Ok So as the issue only occurs in Windows, it means, to me, that the issue is driver related in Windows, and it isn't Norton A/V which had a bug once, which was marking the display drivers as a virus.

 

So, I would go in Safe Mode with Networking (fail boot 3 times in a row, and it should start Startup Repair, only to tell you that it found nothing, and give you options. Look for "Advanced Startup", which will give you the option to go in Safe Mode with Networking).

 

Inside, Safe Mode with Networking, get the latest Intel drivers from HP website for your laptop, and install those. Restart, and you should be fine.
