This is something you set in the BIOS, and not necessarily something you change by physically changing the order of the drives in your PC case.

 

You can look up which key to press to enter the BIOS for your motherboard online. For my motherboard, it's the Delete key.

 

 

You can also press F8 (it might be a different key depending on your motherboard and BIOS) repeatedly during your system's startup and you'll be presented with a list of your drives to choose which to boot from.
