What are the best options for a new processor, with a budget around 150-300$? The PC will be used mostly to normal web browsing and youtube/netfilx/etc. streaming, as I am not planning on buying a GPU at all right now. However, I want that it has the potential to be upgraded with GPU to play typical triple A titles.

I first thought something like i5 6700(K), but honestly I don't even know if that's a thing anymore. I have also little to no knowledge of what AMD has to offer today in such scenario. Its been a while since I upgraded my own processor, as I'm still rocking Sandy Bridge-E architecture i7-3820.

A bit off topic, but as I am moving to study, my internet speed upgrades from ~15/1 Mbit/s  to  1/1 Gbit/s. Finally, I will be able to stream 4K content, but is the load so heavy that CPU integrated graphics will stutter?

The igpu can easily stream 4k

Indont recommend going older gen cpus especially i5 because they are obly quad core cpus. You would do much better with something like i5-8400 6C/6T or ryzen 2400g 4C/8T. I would recommend 2600 but it does not have integrated hraphics chip, so you would need to buy dedicated graphics card.

What are the biggest differences between Ryzen 5 2400g and i5-8400? Where I live they are priced pretty similarly, is there a real advantage over another?

the 2400g has a better igpu but the 8400 has better performance. i would go for a 2200g as its igpu is fine and for non cpu intesive tasks like web browsing it'll be fine.

Well, i5-8400 will perform better with dedicated graphics(it is quite a beast when comes to gaming) but its igpu is weak and wont do in modern games. It is okay for web, netflix, etc. On the other hand 2400g has better igpu which means that you could do some gaming even without dedicated gpu.

I think I will go for the i5 then, as I probably won't be doing gaming at all without GPU. I'll add the GPU when the time comes.

TDP seems to be only 65W, do you think there would be any problem with putting it in ITX case (Phanteks evolv shift to be specific)? I will probably go with aftermarket AIO for  pure aesthetics sake.

no, as you cant overclock, even one of those SFF noctuas can cool it. if you are going to get an AIO get at least a 140mm or a 240mm as a 120mm barely does anything.

No i do not think that will be a problem. It is not that hot cpu. Even 120mm aio should keep the temps pretty low.

Yep, 120mm in an itx is pretty good. Depending on what motherboard you get, you might be able to take advantage of an all cores turbo option that will boost gaming performance, as a sort of pseudo overclock.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Draws 400 watts under max load, for reference.
