Odd Speed Issues

I need some help figuring out this odd bug that I came across. I lost power a few days ago completely shutting my PC down once i started it back up all of my games where running oddly fast. Most games just crash or try to counter act it by rubber-banding me back. I've reinstalled most games and all my drivers a few times and i just cant figure this out. I'm assuming this is a hardware level problem because I've reinstalled my stuff. I don't know is this is the place to be posting this but i would love some help with this.
