I saw this CyberPowerpc PC and it is about 75$  cheaper than building it here in egypt, https://www.amazon.com/CYBERPOWERPC-GXIVR8020A5-Desktop-i5-8400-Processor/dp/B07B6H4GNY/ref=lp_8588813011_1_2?s=pc&ie=UTF8&qid=1532219263&sr=1-2. I read some reviews and people saying stuff online saying that the psu is bad, but many have no problems (i have voltage converter) So is it worth it to buy it?

For that price, it's a pretty good deal. If you were building, I would recommend going the Ryzen 5 1600/2600 route over the i5-8400.

 

CyberPowerPC's PSUs have a tendency to be bad, so be wary of that. Not something you technically have to replace immediately, more something you should be aware of and prepared to replace should it come to that.

It probably has a complete garbage PSU, really slow, low end RAM, no SSD and a horrible, cheap case. For $730 it doesn't seem terribly good.

Edit 2: Since you're in Egypt, I'm assuming you'll have to pay for shipping and import duties. Which probably makes the prebuilt way more expensive.

The beauty in building your own is that you know exactly what's inside your PC, you know what you've done to your PC, and you're the one responsible for it.

 

In this instance, whatever is the cheaper option is the way to go.

Also factor in the warranty you get from a prebuilt and it's pretty nice.
