Which RAM is better at cooling?

ram heatsinks are mostly for aesthetic purposes, so pick the one that has better looks and or is cheaper. doesn't really matter.

So I'm deciding between 2 different types of RAM, the (https://www.newegg.com/Product/Product.aspx?item=N82E16820233852) and the (https://www.newegg.com/Product/Product.aspx?item=N82E16820232391). Which one has a better cooling (cooling as in temp) design?

Current Pc Parts:

-CPU: Intel i7-9700k

-GPU: EVGA RTX 2070 black edition

-CPU Cooler: NZXT Kraken x62

-Mobo: Asus z390-E gaming

-Ram: Corsair Vengeance RGB pro 32g @3000MHz

-Storage: Samsung 850evo 256Gb

-Storage: Toshiba 1Tb 7200rpm

-Case: NZXT H500

-Extra: NZXT Hue 2

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB 

138 is a good number.

Is RAM timing not that important like RAM clockspeed? ex. in my case: would ram with a timing of 15-17-17-25 be A LOT better than RAM with a timing of 16-18-18-38

Its slightly better. Usually CL16 3000/3200mhz is standard choice for builds these days

couldnt't agree more, there is no need to fret over the rams temp.  be sure the CPU and GPU don't stay over 80c for too long and your good.  HDDs and SSDs should be around 30c and preferably not much over 40c

adding to this, 7200rpm drives are super hot in my experience, as long as it's rated for it then don't worry too much, just be slightly weary

my WD Gold 6TB HDD goes up to 50c during idle/operation, but it's rated up to 60c so it should be fine but regular backups won't do any harm

How slightly on a scale of 1-10? :)

thanks for the heads up on the WD Golds,  i have two 4TB Golds in my unRAID box but they're both under 40c rn, prolly because i have a 22" box fan blowing air at them, but that's the standard setup for summer in so cal

I just have one for main PC storage, most of my data is either working (downloads folder, movies I want to watch, games, etc) or archive (family photos, finished projects, backups), and so my gold drive is for working and my cold storage drives (unplugged and in boxes) just contain my archive data.

Ambient here is ~24c, but I have no airflow to my HDD, using some 1998 PC case with bad airflow, just have the case panel off.

So.slight i just recommend getting the cheapest 3000/3200 mhz CL15/16 Ram out there that you still consider to look decent. If you dont care about looks then just run with the cheapest option

ok Ill get the G.SKILL TridentZ RGB Series 16GB (2 x 8GB) 3000mhz

If RAM functions like flash NAND it should and needs to run hot to function at its optimal performance. On M.2 drives only the controller needs to be cooled and is sensitive to thermal throttling, not the memory chips.
