Asrock z77 oc on constant boost clock

So i recently bought a new motherboard. I went from a z68 xtreme 4 to an z77 extreme 4. I overclocked my cpu on my old motherboard and it was fine. The clock downscaled depending on the load but with my new motherboard it stays at a constant 4600 mhz. I was hoping one of you would know what i did wrong and what i need to change. I'll include the settings in the photo's i attached

You've disabled power saving and a few C states. Try to enable them and re-test. If that doesn't fix it, leave the Windows power plan options on balanced instead of high performance.
