100% gpu usage low fps

Turns out its a defective card

So i bought a used 1060 3gb and before that i used a 1060 6gb but i let my brother use it in his rig because i only play on 1080p and dont need much vram. the problem is that after i replaced it the gpu goes to 100% usage but only getting around 10 fps even on the menu of rainbow six siege. before i would only get around 50-70% usage on the gpu and get a comfortable stable 60 fps in multiplayer on smaller maps. I know its not thermal throttling because i make sure to make temps a priority and it never goes above 65 C. Im using a shitty prebuilt so my cpu bottlenecks it anyway(i got an old a10 7800) but why would be much different now. This never happened before with my 6gb model. It might just be a coincidence because i just got a windows 10 update so im not sure if that is causing it. I would be very thankful for a solution because its something that i really look forward to come home and enjoy my game but i cant when its unplayable.

Could try reinstalling the nvidia drivers, and doing a clean installation.

Try swapping the 3gb into your brothers rig and see if it still has issues. If it does, you might need to RMA it. Your post is worded that you bought it, pulled your gpu, swapped the new 3gb in, and gave your brother the 6gb.

yeah but i bought it used so i cant really do anything about rma but ill test it on a different computer
