Opinion on what I think is a dead PSU

I am 99% sure my PSU is dead but just want a second opinion (I could be missing something obvious)

 

Currently my computer is stuck in a power loop, powers on for all of a second then turns off till the fans stop spinning and rinse and repeat. I found an old PSU and plugged the 24pin into my motherboard, powered on and it worked. I tried the 24pin that came with my assuming dead power supply as I have a cablemod kit and again its stuck in this power loop.

 

Is there something obvious I'm missing before I drop money on a new PSU?

IMO a dead psu from me is if you SNIFF it you can smell something is burned
