GTX 980 Ti Memory Clock Pulsing?

The memory clock speed on my GTX 980 Ti continuously pulses from what i consider to be idle (810mhz) to 3415mhz during bench marking and game play. this causes in game time to pulse as well (much like a short pulse in time). Any idea what's going on here?

Then get a titian V
