So I built my Pc about 3 months ago and ever since then my pc has been freezing and blue screened a couple times. I dialed back my overclocks and it still occurred rather frequently. When I did stress test I didn't get any hardware failure and when I'm game lets say Fortnite and my game just freezes and I check my task manager nothing is ramping up to 100%. How do I check exactly whats wrong? Do you think its a hardware failure or software?

The stop codes are unfortunately rather nonspecific  on their own, I wouldn't focus too much on them. What you can do is using BlueScreenView. By opening the dump file generated a BSoD with that you can get a more detailed view and it also specifies the responsible processes (highlighted in red).

A lot of the times it'll just show the kernel but sometimes you can get a hint if it's a driver or a specific program.

If you don't get any useful information from it I would reset CMOS, especially if you've been overclocking.
Get back to us when you've had the chance to do these two steps.

I ran norton got nothing wrong and I got IRQL_NOT_LESS_OR_EQUAL

Norton is terrible. Scan with malwarebytes and make sure rootkit detection is enabled in settings before you scan and do a threat scan not a hyper scan(it skips the rootkit scan).
