Severe driver issues (black screen on launch)

A couple of days ago I turned off the PC and went to sleep, when I turned my PC on again it seemed normal untill I got to the login screen with the screen gone to standby. At first I thought it was a problem with Windows and so I reinstalled them, it was fine until I tried to install the drivers for my Rx 460.I reinstalled them multiple times and always it turned out the same. Did AMD publish bad drivers or did my GPU just reject the fact that it's an Rx 460?

At what point it blackscreens? Does it start after you install drivers or even with PnP drivers? Does it happen in safe mode? I have a feeling that this is more about GPU going/being bad than anything software. So if you can test with iGPU or some other GPU to verify.

 

E: And try with GPU on another system.
