So... this will, after rebates cost less than $500 US, Has wifi, and 8GB RAM. Also has SSD(enough to OS and pagefile) for storage the external drive you mentioned will be an absolute necessity. The graphics card is extremely low end, but the PSU chosen will give you room to ugprade that later.

those don't have RGB fans, they're just red LED fans.

Pretty much the best I was able to do today and it is still over budget unless I switched to a 1050. :(
