Ryzen Budget CPUs

Hello. I'm wanting to upgrade my computer, but I have a small budget. Should I use AMD's Ryzen lineup or a similarly priced i5? Which has more performance per dollar? I haven't ever used AMD CPUs before, so I don't know much about them. Either way I'd need a new motherboard, so I could use either. Any help is appreciated!

my budget after selling something something should be $300. I also live in the u.s. and have a nice gpu, so I need ram, a motherboard, a processor, and a case for the upgrade. I just want to know in the $100 - $150 wether or not I should go for Intel or AMD.
