ASUS 1070 Issues

so i just bought my new 1070 and im having some issues regarding stability. my gpu usage is not very stable causing frame drops and it looks like its not getting enough power. im thinking i just need a better power supply but i want to know what u guys think might be going on. it performs ok in benchmarks but in games the gpu usage is all over the place. i plan on getting a 700 watt psu soon hopeing it will fix the problem. and i dont know if this is an issue but my gpu also idles at its base clock of 1582 i dont know if it will cause long term damage to it or not.

asus 1070 dual oc edition 

16gb gskill tridentz 3000mhz

550 watt evga power suply

Your idle clocks seem normal to me, what games does this happen in?

almost all of them my frames are alright but not much better than my 960 especially in demanding games like bf1, arma 3, fallout 4, pubg high or ultra setting at 1080 i feel like i should be using most of the gpu's power

Try running Fallout 4 on the the lowest settings and tell how the frames are like.

so fallout really doesn't like going over 60 fps i was getting 250 in the bathroom right after character customization but it wasn't detecting keyboard inputs all i could do was open the console all lowes setting no aa 1080p

you know its funny thats the most stable ive seen the afterburner graph look today lol
