so i just bought my new 1070 and im having some issues regarding stability. my gpu usage is not very stable causing frame drops and it looks like its not getting enough power. im thinking i just need a better power supply but i want to know what u guys think might be going on. it performs ok in benchmarks but in games the gpu usage is all over the place. i plan on getting a 700 watt psu soon hopeing it will fix the problem. and i dont know if this is an issue but my gpu also idles at its base clock of 1582 i dont know if it will cause long term damage to it or not.

ryzen 5 1600

asus 1070 dual oc edition 

16gb gskill tridentz 3000mhz

550 watt evga power suply

Try running Fallout 4 on the the lowest settings and tell how the frames are like.
