Csgo only 120fps

So i have a problem with csgo having issues pushing over 120-140fps. I turned vsync off and changed power saving (from control panel and nvidia panel) to max performance. My rig: single 8gig 2800mhz, i3-8350k@4.8ghz and gtx 1060@1807mhz. Taking likes/dislikes from the build.

I have everything low 4:3 1600x1200 fps max 0 nothing bumps it up

Set everything to low, turn on multi-core setting in settings, lower screen resolution one important thing close background applications which may be consuming extra memory.
