Ok..BUT if I connect that adapter into my pcie x4,will I get x4 speeds??Or are you guys saying that, basically if I use any riser adapter that it will be stuck at 1x speeds?Even if in the x4,x8 or even x16??

Just think about a funnel. 16x is the larger part of the funnel and the smaller end is the lowest value. If the smallest part of the funnel only supports 1 liter per minute out of the end, it doesn't matter how many liters you throw into it; it will only give water at 1 liter per minute.

Take that example to PCIE, if you try to feed how every much info down a PCIE 1x connector on your motherboard to a PCIE 16x videocard, via an adapter; it will still only give as much info per minute as PCIE 1x supports.

But if you are using a PCIE 4x adapter to 16x, you're adapter (funnel, in the metaphor) will now support speeds that PCIE 4x supports.

You will be limited to the slowest link in the whole chain. It's not possible to push x4 speeds through x1.

The connection will only be as fast as the slowest link, so in this case it will run at PCIE (whatever gen) 1x

Ok,got it..Adapter cant change speeds of whatever pcie slot it connects to,but it will operate at the speeds whatever that slot is capable of.Thanks, just wanted to make sure a adapter wasnt pointless. My 4k60pro is x4,so i can use riser adapter connected into my pcie x4 slot and it will work, and not be in way of my 2 graphic cards..THANKS!
